A practical agenda for institutional trust.

The 2027-2031 cycle will call on the ITU to implement its Strategic and Financial Plan and Plenipotentiary decisions amid rapid technological change and increasing pressure on scarce connectivity resources.

Baigorri's vision combines technical excellence with modern governance, keeping the needs of policymakers, regulators, industry, academia, and people at the center of administrative and managerial choices.

Equitable and balanced staff representation

Advance effective implementation of Resolution 48 with transparent mechanisms, geographic diversity plans, and recruitment targets for underrepresented regions.

The current geographic composition of ITU staff remains imbalanced, with some regions underrepresented. This weakens the organization's legitimacy and its ability to reflect the perspectives of a global Membership.

Addressing this imbalance requires effective implementation of ITU Plenipotentiary Resolution 48 on human resources management and development, in line with United Nations system practices.

Progress should be supported by transparent and accountable mechanisms, including a methodology for equal representation, geographic diversity plans, and recruitment targets for underrepresented regions. These efforts can enrich internal perspectives, strengthen credibility, and improve the Union's capacity to serve a diverse Membership.

ITU resources are constantly challenged by new demands from Conferences, Assemblies, and Council. Members have long expressed concern about clarity and predictability in allocation processes, especially for limited financial resources.

Discretionary allocations should be minimized through rule-based formulas and prioritization frameworks approved by the Membership.

Improvement in financial transparency is a constant need in any organization, and many voices within the ITU Membership continue to call for clearer, more accessible, and more useful financial information.

Enhanced reporting mechanisms, full disclosure of data, and impact assessments of decisions should be developed to help Members understand budget execution and institutional tradeoffs.

Modern tools for public monitoring of budget execution, including real-time or near-real-time views where feasible, can provide timely insights, empower oversight, and reinforce trust in the Union's financial management.

The ITU Constitution defines the Union's unique role as a platform for cooperation among Member States, industry, and academia. This model remains vital in a complex digital ecosystem that requires stakeholders to work together while fulfilling their respective roles.

Engagement can be strengthened through existing platforms and initiatives, such as Partner2Connect, and by exploring new models including national consultations, targeted reports, and partnerships in specific delivery pipelines.

Special attention should be given to Member States with lower participation records. Their needs must be addressed in a welcoming environment, while ensuring that industry and academia continue to find tangible value in ITU deliverables.

Throughout its history, the Union has demonstrated its capacity to accomplish its core mission and operate across diverse geopolitical contexts. This stability remains a critical asset.

It is crucial to preserve the technical and non-discriminatory character of the Union's work, ensure equitable access to services and deliverables, and uphold ITU as a trusted forum for dialogue and cooperation among all Members.

Within this framework, emerging issues such as artificial intelligence, quantum computing, space connectivity, child online protection, cybersecurity, and digital infrastructure resilience should intersect adequately with the Union's mandate through credible technical processes.

Deputy Secretary-General

Bringing the world to Geneva. Sending the ITU to the world.

Building more bridges to bring diverse national and regional perspectives to Geneva means more than enhancing legitimacy and engagement. It can generate more creativity, stronger dynamics, and more effective practical solutions that fit all Members. The Deputy Secretary-General can help structure open, substantial, and permanent dialogue at different levels, with special attention to regional organizations and associations, while renewing efforts to use UN official languages on an equal footing and amplify national and local languages in activities and meetings.

The view for the role of the Deputy Secretary-General

My perspective is that the Deputy Secretary-General's role is anchored in ITU's constitutional and normative framework. It is centered on supporting the Secretary-General, ensuring coherence within the Secretariat, and facilitating effective implementation of Members' decisions.

Bearing that in mind, the Deputy Secretary-General should contribute to strengthening intersectoral coordination through established mechanisms, such as the Inter-Sectoral Task Force, and beyond.

Continuous attention to coherence, efficiency, and alignment supports the optimal use of resources while fully respecting the mandates and specificities of each Sector.

I am committed to serving the ITU by supporting the Secretariat, the Sectors, and the Membership in implementing agreed decisions and strengthening the Union's capacity to deliver.

This vision is grounded in respect for the ITU's Constitution and Convention, its normative framework, and its traditions, with the objective of contributing constructively to a strong, trusted, and future-ready ITU.
